The All India Football Federation (AIFF) secretary Kushal Das on Wednesday admitted that the parent body is seriously mulling the option of a merger between the I-League and IMG-R promoted ISL as it would mean a national league with 17 teams.
"It is true that teams have come down in I-League. But two new teams have also come up. One team which is no longer in League didn't have any vision. But the issue of Pune FC, not playing is a matter of concern. Maybe, they have not been able to develop a fan base in all these years, inspite of handling it professionally. And in case of Royal Wahingdoh, the reasons are financial," AIFF general secretary Kushal Das said at the launch of the Hero I-League 2015-16.

"But if you see the overall picture, two years back there were 12 teams playing the I league and now by combining two leagues, you have 17 teams playing, which helps us in thinking about merger much more," Das told reporters.

Make I league as Second Division like 2.bundes liga or Championship in German and England
make separate Budget for New league and 2nd division
35 cr for main league and 10cr for I leagues
Need to sign only 5players including Asian quota only 4can play in a match
1 marquee player must re-presented country in world cups euro or any other international tournament and age must not be more than 31
sign 2 international players whose country ranking below 100
Sign one U-20 Foreign player
1asian player having experience of playing in ACL
make youth team and separate practice ground Compulsory
Playing Field should not be less than Fifa standard
run season through September to March
Each team need to pass afc license and need to send their young players to lower division European league onloan to develop their skills
These were the Basic Criteria to Run a Successful league like all around the world
